An internationally recognized policy strategist and Adjunct Professor at the University of North Dakota, USA, Engr. Speaking in Uyo on Friday, April 17, following the presentation of the updated feasibility and due diligence report, Dr. Enang emphasized that the Ibom Deep Seaport project transcends mere infrastructure. He described it as a strategic blueprint for industrial excellence and a defining milestone in Nigeria’s maritime history.
“This is a generational blueprint where precision engineering meets fiscal prudence, and where vision is methodically translated into enduring value.”
The erudite scholar further observed that world-class seaports, including Rotterdam and Singapore, were realized not by chance but through meticulous planning, phased execution, and rigorous investment modeling.
“Patience here is not merely a virtue; it is a strategic imperative.”
“Deep seaports are not built in a day. Globally, similar projects often require up to two decades from conception to commissioning. This is a marathon, not a sprint,” he explained, drawing from his extensive advisory experience on multi-billion-dollar infrastructure projects across Africa and beyond.
“In projects of this magnitude, success is not defined by speed but by the precision of coordination between capital, policy, and engineering execution.”
Highlighting what he described as a masterclass in strategic development planning, the globally respected economic egghead emphasized that the project’s multi-modal architecture seamlessly integrates the Ibom Industrial City, the expansion of Ibom Air, upgrades at Victor Attah International Airport, and over 1,300 kilometers of road network.
“Governor Umo Eno has orchestrated a symphony where land, air, and sea converge. A port without connectivity is stranded. A port without industry is underutilized. This administration has ensured that the Ibom Deep Seaport will function as a fully integrated and thriving economic ecosystem.”
“The true value of a seaport extends far beyond cargo throughput; it is anchored fundamentally in the depth of its hinterland integration. Its long-term economic impact is shaped by the strength of surrounding industrial clusters, the efficiency of transport corridors, and the robustness of logistics networks, which collectively drive the bulk of sustained value creation over time.”
The renowned governance strategist further spotlighted the administration’s meticulous planning, detailing steps that guarantee the project’s bankability.
“At the current phase, the project incorporates comprehensive feasibility and environmental studies, geophysical and geotechnical surveys, detailed investor fact sheets, the establishment of a dedicated project office, and the engagement of global transaction advisors to oversee transparent bidding and sophisticated financial modeling.”
“It is also anchored on a structured public–private investment framework, with Federal Government approval secured in 2020 and a core investment arrangement led by the Bollore Consortium, structured under a 50-year concession agreement for the operation of the port and recovery of capital outlay. The current ownership structure reflects a 60% private sector stake and a 40% equity holding by the Akwa Ibom State Government, with ongoing considerations to further deepen private sector participation in alignment with globally benchmarked infrastructure financing practices.”

On the economic potential of the port, the Akwa Ibom-born, British-trained Chartered Engineer highlighted its capacity to handle large container vessels, bulk and liquid cargo, and regional transshipment, positioning Akwa Ibom as a strategic logistics hub.
“The Ibom Deep Seaport is engineered to accommodate ultra-large vessels exceeding 200,000 deadweight tonnage, with container handling capacities of up to 20,000 TEUs, thereby positioning it firmly within the league of leading global maritime hubs. Spanning approximately 10 kilometres in width and extending across Mbo and Ibeno Local Government Areas, it is further distinguished as the first port in Nigeria designed with a dual carriage maritime traffic configuration; an innovative structural design that significantly enhances navigational efficiency, optimises vessel movement, and reduces vessel turnaround time to world-class operational standards.”
He further noted the multiplier effects on ancillary sectors such as manufacturing, agro-processing, logistics, real estate, and professional services.
Expanding on this trajectory, Dr. Enang underscored the transformative potential of the Ibom Deep Seaport, including its role as Nigeria’s eastern maritime gateway, and its capacity to decongest existing ports, expand trade volumes, and generate hundreds of thousands of jobs.
“At full operational scale, the project is poised to generate over 400,000 direct and indirect employment opportunities across construction, maritime operations, logistics, manufacturing, and allied industrial ecosystems, thereby establishing it as one of the most consequential employment-generating infrastructure undertakings in West Africa’s contemporary economic landscape.”
Speaking further, the esteemed Fellow of both the Nigerian Society of Engineers and the Nigerian Institution of Safety Engineers commended Governor Eno’s results-driven oversight, highlighting that his leadership exemplifies technical foresight, seamless institutional coordination, and unwavering commitment to transparent governance.
“This reflects a disciplined execution mindset aimed at minimizing risk while maximizing developmental impact.”
Against this backdrop, the widely respected Ethical and Attitudinal Reorientation Czar underscored that the project’s technically precise, phased execution is poised to deliver lasting economic transformation.
